Will there be a changelog for 1.4?

Yes on it, I'm currently doing a full changelog since last official version and will put it on the website this evening.
The incremental changelog since last beta is as following:
- updated FFmpeg again to last version
- updated Lpng to last version
- updated Zlib to last version
- tweaked a bit audio and image plugin detection so that the conf tool should show the related tabs when needed
